NEP 2020 upholds Reservation Policy as Enshrined in Indian Constitution- Shri Ramesh Pokhriyal Nishank

Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ has today clarified that the NEP 2020 upholds the Reservation Policy enshrined in the Constitution of India. Following is the text of the Minister’s letter giving the details:

“This is apropos media reports attributed to PTI that have appeared on and around 24th November 2020 questioning whether the NEP 2020 upholds the Reservation Policy as in enshrined in the Constitution of India. As per the articles published, some of my political friends have been raising doubts that the National Education Policy- NEP-2020 may dilute the provisions of reservation in the educational space of the country. I would like to clarify with all authority in my command that there is no such intention, as is clearly reflected in NEP-2020. The policy affirms by the constitutional mandate of reservation enshrined in Article 15 and Article 16 of the Indian Constitution. I think it does not need any further reiteration of provisions of reservation in the NEP-2020 which is already working within the framework of the Indian Constitution.

Various Entrance Examinations like JEE, NEET, UGC-NET, IGNOU were organized after the declaration of NEP-2020 and many appointment processes were also held in educational institutions, but we have not received a single complaint of dilution of reservation provision so far. It is difficult to understand the meaning of raising apprehensions after 4-5 month of the declaration of NEP, that too without any fact to support. I reiterate that successful ongoing programs and policies will continue with new efforts to bring educational inclusion of SCs, STs, OBCs, Divyang and other socio-economic disadvantageous groups. I would like to make it absolutely clear that my Ministry will take every appropriate action if we receive any complaint in this regard.

As we know the NEP-2020 emerged and evolved from rigorous consultations of all the stakeholders' students, teachers, parents, educational administrators, educationist, non-teaching staff and society as a whole, through grassroots consultations from village level to state level, zonal and national level consultations, thematic expert consultations, scrutiny of various committees such as Committee for Evaluation of NEP, Committee for preparation of the Draft of NEP, online consultation through MyGov.in etc. In this way, it has shaped up as people’s document guided by Prime Minister Narendra Modi ji’s principle- Sabka Sath, Sabka Vikas. That is why this NEP has emerged as a sensitive commitment for educational inclusion of all the groups of our society.

To give special policy emphasis for their educational inclusion, NEP framed a cluster of SCs, STs, OBCs, Divyang, girls, women, trans/gender, minorities, geographical marginalized, and other socio-Economically and culturally deprived groups under a cluster- ‘Socio-economic Deprived Group’s (SEDGs). To address the issues SEDGs communities, NEP-2020 made a provision to form various special Educational Zones based on educational marginality where coordination of various ongoing and new support and inclusive schemes will be evolved to develop educational inclusion of SC’s, STs, OBCs, Divyang, and other deprived communities. Educational leaders to work within the deprived communities in these SEZs will be developed. This is a unique program which will help to evolve an educational workforce from the SDGs group who will be more sensitive towards educational inclusion of deprived groups. This scheme will also create new job opportunities for educational leaders who will emerge from SEDGs groups. The scholarships schemes, cycle distribution schemes, direct cash transfer for educational inclusion of the deprived and many other supportive government schemes will help us to bring educational inclusion of SEDGs groups.

For the educational inclusion of girl child and women, NEP has made a provision to form a ‘Gender-I Inclusion Fund’ to initiate various support schemes for the inclusion of gender-based deprived social and biological groups. The NEP-2020 has further made many provisions to support minorities, their educational initiatives and their inclusion in the educational sphere of the nation. As per the policy, the opening of minority schools and colleges will be encouraged. The alternative forms schools will also be supported under NEP-2020. The provision of special scholarships to develop the capacity to participate in the educational sphere among minority students has been provided.

The policies and schemes in NEP are creatively designed by our educational policymakers under the NEP framework. I firmly believe that this path-breaking new Policy is going to emerge as an important intervention in the history of Indian education for creating educational inclusion of the SCs, STs, OBCs, Divyang and other deprived social groups.

I would also like to reaffirm the commitment of the Government, which can be seen by the passage of Constitutional amendment giving a 10-year extension to reservations for Scheduled Castes and Scheduled Tribes in the Lok Sabha and State assemblies.

I hope my views on this historic new policy correcting the wrong impressions others might have, maybe published so that the people of the country may know the correct version.”

The Border Security Force (BSF) is celebrating its 56thRaising Day today. On this occasion, Union Minister of State for Home Affairs, Shri Nityanand Rai took the salute of the BSF Raising Day Parade-2020 held at the Chhawla Camp here today. The programme was attended by the Chief of DefenceStaff,General Bipin Rawat, BSF Director General Shri Rakesh Asthana, senior officers of Central Armed Police Forces and the Police and other dignitaries.

The Minister of Statepaid homage to the immortal border guards at the martyrs’ memorial of BSF. He presented the 'Police Medal for Gallantry' and 'President's Police Medal for Distinguished Service' to BSF personnel. Shri Nityanand Rai also released the BSF's annual e-magazine "Borderman".

In his address, the Union Minister of State for Home Affairs said the brave personnel of the BSF are protecting the borders of the country with full vigour, despite tough terrain and adverse conditions. Saluting the supreme sacrifice and indomitable gallantry ofBSF Jawans in the line of duty, Shri Nityananda Rai said that because of them, every citizen of the country is contributing to national development work without fear. Shri Rai said the Prime Minister Shri Narendra Modi has trust in the security forces and the Union Home Minister Shri Amit Shah has faith in you, which you have maintained, and the nation is proud of you.

Referring to the BSF’s Artillery Wingwhich is celebrating its Golden Jubilee year, the Minister of Statesaid he is confident that the Artillery Wing will achieve new heights by carrying forward its glorious history. Lauding the women contingent participating in the parade, Shri Rai said that it is reassuring to see the increasing participation of women power in the security of the country,and the women sentinels of the force are realizing the Prime Minister's commitment in this regard. The Minister of Statesaid that the conspiracy to harm the country through cross-border terrorist infiltration and drug trafficking, is being thwarted by BSF Jawans with a proper response.

Appreciating the work done by the Border Security Force in the period of the Corona pandemic, the Minister of Statesaid that BSF personnel were also infected by the virus during this period, but they did not lose their spirit. Shri Rai said that every challenge faced by the Border Security Force and its solution is a priority before the government. Under the able leadership of Prime Minister Shri Narendra Modi and the Union Home Minister Shri Amit Shah, the Central Government is taking full care of the Jawans and their families and the entire nation stands with you.

On this occasion, Director General, BSF Shri Rakesh Asthana gave details about the BSF's achievements, new initiatives and preparations to deal with future challenges, while giving an assurance about the security and integrity of the country's borders.

The BSF is the world's largest border guarding force securing the 6,386.36 kms long International Borderswith Pakistan and Bangladesh. On the occasion of its Raising Day, the Border Security Force reiterates its commitment to the nation and its motto ‘lifelong duty’.

‘Ramayan Cruise Tour’ on the Saryu river in Ayodhya will be launched soon. Shri Mansukh Mandaviya, Minister of Ports, Shipping and Waterways today chaired a review meeting for the implementation of cruise service.

It will be the first-ever luxury Cruise service on the Saryu river (Ghagra/National Waterways-40) in Ayodhya, Uttar Pradesh. It aims to give mesmerizing experience to devotees with one-of-its-kind spiritual journeys while cruising through the famous ghats of the holy river Saryu.

3D DESIGN (ARTISTIC IMPRESSION) OF PROPOSED CRUISE VESSEL

The cruise will be equipped with all luxury comfort and facilities along with all essential safety and security features at par with the global standard. The interiors of the cruise and the boarding point will be based on the theme of Ramcharitmanas. The fully air-conditioned 80-seater cruise will have large glass windows for experiencing the scenic beauty of Ghats. The cruise will be equipped with kitchen and pantry facilities for the comfort of the tourists. The cruise contains bio toilets and hybrid engines system for the ‘zero effect’ on environment.

Tourists will be taken on the ‘Ramcharitmanas Tour’, of 1-1.5 hour duration, featuring an exclusively made video film of 45-60 minutes duration, based on Ramcharitmanas by Goswami Tulsidas, covering the period from the birth of Lord Ram to his Rajyabhishek. The entire tour will cover the approximately 15-16 Km distance.There will be several activities and selfie points inspired by different episodes of Ramayan. The tour will be followed by Saryu Aarti, in which every member will be able to actively participate.

Ayodhya is the birthplace of Lord Ram, as mentioned in in the great Indian epic Ramayan. It is also the first of the seven most important pilgrimage sites (Mokshdayini Sapt Puris) for the Hindus. Approximately, 2 crore tourists visit Ayodhya every year as per the data of UP tourism, for the year 2019.After completion of the Ram Mandir, it is to be believed that the inflow of the tourists will be increased.

The ‘Ramayan Cruise Tour’ will not only attract a large number of tourists but it will also generate direct and indirect employment opportunities in the region. Ministry of ports, Shipping and Waterways will provide all necessary infrastructural support for the smooth operation of the cruise service
