Two private agencies hired by the Bihar State Electronics Development Corporation Limited (BELTRON) have allegedly embezzled over Rs three crore, which was meant to be deposited in Employees Provident Fund (EPF) and Employees' State Insurance Corporation (ESIC) accounts of contractual programmers and operators.
They money belonged to at least 4,500 contractual programmers and operators working with various state government departments from 2007 to 2014.
BELTRON managing director Rahul Singh recently circulated a letter to all principal secretaries, department heads, commissioners and district magistrates, intimating them about the fraud allegedly committed by the Electronic Net and the Indus Integrated Information Management. The two firms had been hired by the BELTRON for supplying workforce to government departments and distributing their salary.
Surprisingly, Singh has written the letter almost five months after two separate FIRs were lodged against the two firms and their owners. According to the FIRs lodged by the BELTRON in May, a sum of Rs 2.75 crore of EPF and ESIC money was allegedly embezzled by Electronic Net, a Kidwaipuri (Patna)-based firm owned by Sanjeev Kumar, Anshu Kumari and Brij Kishore Prasad Sinha.
Kolkata's Salt Lake City-based Indus Integrated Information Management, owned by Kaushal Mitra, Sharad Kumar and Anandita Mitra, has allegedly embezzled Rs 25.48 lakh, said the other FIR. No arrest has been made in connection with either of the FIRs till date, sources said.
The BELTRON MD on Wednesday admitted such a huge fraud was not possible without the connivance of corporation employees. "Several of our employees have since retired while some others who worked during the 2006-14 period are on the verge of retirement," Singh told this newspaper, adding they were planning to file a civil suit against the six accused.
Meanwhile, the contractual operators and programmers put the onus on the BELTRON for the "loot" of their EPF and ESIC money. "Why didn't the BELTRON take action against the Electronic Net when we complained about its failure to provide ESIC deposit slips to us?" asked a programmer, preferring anonymity, and added they were deprived of medical facilities through the ESIC for several years because their contributions had not been deposited to it.
