Swachhata Pakhwada was held at the Indian National Centre for Ocean Information Services till 15 July. Several activities were conducted towards awareness generation of the mission objectives to eradicate open defecation, efficient management of solid and liquid waste, encourage cost effective and appropriate technologies for ecologically safe and sustainable sanitation, overall cleanliness etc. These included plantation of trees at ITCOocean campus (saplings arranged from the Govt. of Telangana under Haritha Haram mission ), awareness campaign and distribution of personal hygiene materials to INCOIS outsourced (housekeeping, gardening, security, electrical etc.) staff, single-use plastic avoidance pledge and campus sanitization.
Special e-contests : Drawing ( Personal Hygiene) and Essay (Household Waste Management) were held for school children. An e-poster contest of " How does Swachhata impact oceans? " was also held for employees. The programme was inaugurated with a webinar on " Open Defecation Free India : A Case Study of Krishna District in Andhra Pradesh" by Ms. J Kiranmai, Registrar, Institute for Public Enterprise on 1st July 2020. Another focused webinar on "Swachch Samudra" was presented by Dr. Nimit Kumar, Scientist, INCOIS on 13th July 2020. Today a special webinar on "COVID19: Protector or Polluter to the Oceans" was presented by Shri. Sivaiah Borra, Scientist , INCOIS during the valedictory session of the Pakhwada. Contest winners were also announced.

WHO in its Guidance Note on “Public Health Criteria to Adjust Public Health and Social Measures in the Context of COVID-19” has advised comprehensive surveillance for suspected cases. While explaining the concept of comprehensive surveillance and testing of suspect cases, WHO advises that a country needs 140 tests per day per million population.
With the various coordinated efforts made by the Centre and the States/UTs, 22 States/UTs in India are already conducting 140 and more tests per day per million. States/UTs are being regularly advised to increase the testing capacity to match the WHO advised levels of testing.
One of the factors strongly aiding the increasing numbers of COVID-19 tests in the country is the steadily growing network of labs for testing of COVID-19. With 865 labs in the government sector and 358 private labs, the total number of testing labs is 1223, as on date. In addition to the gold standard for test, RT PCR, TrueNat and CBNAAT are also used to augment this facility.
• Real-Time RT PCR based testing labs: 633 (Govt: 391 + Private: 242)
• TrueNat based testing labs: 491 (Govt: 439 + Private: 52)
• CBNAAT based testing labs: 99 (Govt: 35 + Private: 64)
The expansion of laboratory capacity has seen exponential increase from one lab in Jan 2020 to 121 labs in March 2020 and to 1223 labs today.
During the last 24 hours 3,20,161 samples have been tested. The cumulative number of samples tested, as of now is 1,24,12,664. The testing per million for India is consistently rising. Today it has touched 8994.7. On 14th July 2020, more than 3.2 lakh tests were done on a single day.

The Central Board of Secondary Education (CBSE) declared Class X results today. Trivandrum performed best amongst all regions with 99.28 % pass percentage followed by Chennai region with 98.95 % while Bengaluru stands at third position with 98.23 % pass percentage. The issue of GST rate on alcohol based hand sanitizers has been reported in few sections of media. .
It is stated that hand sanitizers attract GST at the rate of 18%. Sanitizers are disinfectants like soaps, anti-bacterial liquids, dettol etc which all attract duty standard rate of 18% under the GST regime. The GST rates on various items are decided by the GST Council where the Central Government and all the state governments together deliberate and take decisions.
It is further clarified that inputs for manufacture of hand sanitizers are chemicals packing material, input services, which also attract a GST rate of 18%. Reducing the GST rate on sanitizers and other similar items would lead to an inverted duty structure and put the domestic manufacturers at disadvantage vis-a-vis importers. Lower GST rates help imports by making them cheaper. This is against the nation’s policy on Atmanirbhar Bharat. Consumers would also eventually not benefit from the lower GST rate if domestic manufacturing suffers on account of inverted duty structure.
