The Ministry of Information and Broadcasting has issued an advisory asking all private television broadcasters to follow guidelines issued by the Advertising Standards Council of India (ASCI) for advertisements relating to online gaming, fantasy sports etc. The Ministry has advised that the advertisements should not promote any activity prohibited by statute or law.
“It has come to the notice of Ministry of I&B that a large number of advertisements on Online Gaming, Fantasy Sports, etc have been appearing on the television. Concerns were expressed that such advertisements appear to be misleading, do not correctly convey to the customers the financial and other risks associated thereof, are not in strict conformity with the Advertising Code laid down under Cable Television Networks (Regulation) Act, 1995 and the Consumer Protection Act, 2019” the advisory said.
The advisory has been issued after a consultation meeting held by the I&B Ministry with the officials and representatives of the Ministry of Consumer Affairs, ASCI, News Broadcasters Association, Indian Broadcasting Foundation, All India Gaming Federation, Federation of Indian Fantasy Sports, and the Online Rummy Federation.
ASCI guidelines require that every such gaming advertisement must carry the following disclaimer: 'This game involves an element of financial risk and may be addictive. Please play responsibly and at your own risk”. Such a disclaimer should occupy at least 20% of the advertisement space. The guidelines also state that gaming advertisements cannot depict users under the age of 18 years as engaged in playing a game of “online gaming for real money winnings” or suggest that such users can play these games. The advertisements should neither suggest that online gaming presents an income generating opportunity as an alternative to employment nor depict a person playing such games is more successful than others.
The Advertising Standards Council of India, established in 1985, is a Mumbai based self-regulatory voluntary organization of the advertising industry in India. It seeks to ensure that advertisements conform to its Code for Self-Regulation. Under the Cable Television Networks (Regulation) Act, 1995 it is mandatory for television networks to follow the advertising code laid down by ASCI.
In order to enhance passenger convenience for the people of Kolkata, Kolkata Metro has decided to run additional services and extend timings of its services from Monday (i.e.07th December, 2020).
Metro Railway, Kolkata will run 204 daily services instead of 190 services from Monday to Saturday from 07.12.2020(Monday).
Shri Piyush Goyal, Minister of Railways, Commerce & Industry, Consumer Affairs, Food and Public Distribution commends Kolkata Metro for extending its services in a tweet.
The first service will start from both ends i.e. from Dum Dum and Kavi Subhash at 07.00 hrs instead of 08.00hrs and from Noapara at 07.09 hrs instead of 08.09 hrs.
From Monday onwards, the last service will leave Kavi Subhash and Dum Dum at 21.30 hrs instead of 21.00 hrs and from Noapara at 21.25 hrs instead of 20.55 hrs.Services will be available in every 7 minutes during morning and evening peak hours.
For senior citizens, ladies and children (below 15 years), e-pass will not be required throughout the day. For all other passengers, e-pass will not be required in between 07.00 hrs to 08.30 hrs in the morning and 20.00 hrs onwards in the evening.
No token will be issued, only Smart Card shall be used.
The Union Minister for Science & Technology, Health & Family Welfare, and Earth Sciences e-inaugurated the curtain raiser programme of CSIR-IMMT, Bhuwaneswar for the 6th India International Science Festival 2020 (IISF-2020) today. The Union Minister of Petroleum and Natural Gas, Minister of Steel. Shri Dharmendra Pradhan was the Chief Guest at the event. Dr.Shekhar C Mande, DG, CSIR & Secretary, DSIR and Prof .Suddhasatwa BasuDirector, CSIR- IMMT, Bhubaneswar were present on the occasion. The theme of IISF-2020 is “Science for Self-Reliant India and Global Welfare”.
Delivering the inaugural address, Dr HarshaVardhan said, “The proposed theme of IISF-2020 - Science for Self-Reliant India and Global Welfare is very relevant in the present context when the nation is looking towards science and technology for spearheading growth and for implementing the vision of our Prime Minister, Shri Narendra Modi Ji of an “Atmanirbhar Bharat” playing a significant role in the global economy. Many great scientific discoveries and technological advancements in various fields have showcased the excellence of our efforts in science and technology to the world”.
He opined that Mining, Minerals, and Materials are important components of economic India. CSIR-IMMT is part of CSIR family and is continuously working in the direction to lead in the areas of mineral & material resources and solve the R&D problems of mining, mineral, and metals industries and ensure their sustainable development for the nation. “CSIR-IMMT is constantly striving to understand and address technological solutions in Minerals and Materials for a sustainable economy . CSIR-IMMT is working on resourcing of critical minerals, e.g. tungsten, lithium, cobalt, manganese, rare earth elements, etc., for both primary and secondary resources. They are working with the industries to implement these technologies for “AtmaNirbhar Bharat”, the Minister explained.
Dr Harsh Vardhan expressed his happiness that IISF is a celebration of science and technology by engaging with the public from different cross-sections of our society and showcasing how Science, Technology, Engineering, and Mathematics provide us with the solution to improve our lives. It also educates our present generation as to how over the centuries, India has been an inspiration for different countries in bringing new thoughts, ideas, and novel innovations. The Science and Technology Minister said “IISF, launched in 2015, has, over the years, created a unique platform to inspire curiosity and make learning more rewarding. This effort will fuel India’s drive towards becoming a Vishwa-Guru”. He wished IISF 2020, a mega success in achieving its objectives and look forward to huge participation from all sections of society.
Shri Dharmendra Pradhan in his address appealed to the scientific community to Innovate for India and create competitive advantage to make India Aatmanirbhar and create products and services which can compete with the best in the world. Underling the role of science and innovation in the development of any society, Shri Pradhan said that the COVID-19 pandemic has once again demonstrated that we have to develop and strengthen our institutional and industrial capacity in scientific knowledge and innovation in all areas. Outlining the Prime Minister Shri Narendra Modi’s vision of ‘Aatmanirbhar Bharat’, he said an Aatmanirbhar Bharat is a Bharat which does not only fulfill its own requirements but also is a beacon of hope for the global community, true to the spirit of ‘VasudhaivKutumbukam.’
Shri Pradhan said that India’s strive to achieve self-reliance cannot be possible without the appropriate use of science and technology for economic development and societal benefit. Through a robust R&D ecosystem, we could develop state-of-the art products and services, make existing systems and processes more efficient. He appealed to the scientific community to integrate India’s rich ancient legacy in advanced scientific concepts and mathematics with modern scientific methods of investigation , to unravel the secrets behind many of these practices and scientifically establish them.
In his address Dr.Shekhar C Mande said that IISF-2020 is the 6th edition of India International Science Festival and through it Vigyan Bharti aims to take science to the people. He informed that CSIR has partnered with many major Indian companies for production of scientific and pharmaceutical products.
The Ministry of Commerce and Industry and the Ministry of AYUSH have decided to work together to set up an Export Promotion Council to boost AYUSH exports. This decision was taken recently in a joint review of AYUSH trade and Industry by Shri Piyush Goyal, Minister of Commerce and Industry and Shri Shripad Naik, Minister of AYUSH. It was also decided in the review that the entire AYUSH sector will work together to achieve price and quality competitiveness to boost AYUSH exports. The review was held through video conference on 4th December 2020, which was attended by nearly 50 industry and trade leaders from the AYUSH Sector. More than 2000 stake-holders of the AYUSH Sector also attended the e-event through live streaming on virtual platforms.
Secretary AYUSH initiated the discussions with a presentation on the action taken on the recommendations of the previous meeting by the Ministry of AYUSH. He also briefed about the various other initiatives taken by the Ministry of AYUSH to mitigate the COVID19 situation and to promote AYUSH industry. He spoke about the emerging opportunities for promotion of AYUSH sector and listed a few hurdles that deserved attention.
In the open forum that followed, officials from Ministry of Commerce and Industry, RIS, BIS and Invest India and AYUSH industry representatives shared their thoughts. The efforts put in by the Ministry of AYUSH to take AYUSH- based solutions to the public in the wake of COVID19 came in praise from all.
Shri Shripad Naik highlighted the growing global interest in AYUSH- based solutions for disease resistance and treatment during the difficult times of the Covid -19 pandemic. He stated that trade and commerce in the AYUSH Sector needed to upscale quickly in order to meet the growing demands from India and abroad, and to serve the larger number of people who are now looking up to these systems for maintaining their health. He also recollected various steps taken by the Ministry during the pandemic to add protection to the people from the dreaded Corona virus. He told the participants that the AYUSH immunity protocols and the National Clinical Management Protocol for Covid 19 for Ayurveda and Yoga were timely interventions which provided relief to large sections of the population. The emerging evidence of a correlation between the low Covid -19 mortality rates and largescale adoption of AYUSH prophylactic solutions by the population is significant for the public health practice in the country.
Shri Piyush Goyal, praised the frontline role played by the AYUSH Sector in the fight against Covid -19. The protection offered by the AYUSH systems to the common people during the pandemic time neutralised the scepticism that many people had about the efficacy of the medicines and products offered by these systems. The spurt in exports of AYUSH products in the recent months is a direct reflection of their growing popularity in many countries. The standardisation of the HS codes related to export will be considered on priority as a step to promote exports. He called upon the AYUSH Ministry to work in coordination with the Commerce and Finance Ministries to achieve this early. The Commerce Minister also advised the industry leaders to work simultaneously on the quality and pricing of their products, so that they become increasingly competitive in the global market. He supported the concept of an AYUSH Export Promotion Council and said that the Commerce Ministry would be happy to support the same. The continued support of Commerce Ministry would be available to the AYUSH Sector on all matters of trade promotion, and special meetings with the functionaries of the Ministry would be arranged as and when required, to discuss any important issue. Evolving appropriate standards which could win international recognition was another advice from the Commerce Minister. He also assured that AYUSH will figure appropriately in the “Brand India” activities being presently undertaken. He underlined the need for the industry and the Government to work together in various aspects of branding and promotion.
The following are the action points that emerged from the meeting:
- Ministry of AYUSH and Ministry of Commerce and Industry will work together for establishing an AYUSH Export Promotion Council (AEPC). The proposed AEPC can be housed at Ministry of AYUSH.
- Standardisation of HS code for AYUSH will be expedited.
- Ministry of AYUSH will work in collaboration with Bureau of Indian standards to develop international standards for AYUSH products as well as services.
- Ministry of AYUSH and AYUSH industry will identify best practices/ success stories and promote them amongst the public.
- AYUSH industry will work on ensuring quality and standards of AYUSH products as well as to become price-competitive.
- AYUSH will figure in the Brand India activities.
