Guest of Honor at this function was Prof. Shambhu Nath Singh, Vice Chancellor, Patna University, Patna. Main function was held at IGNOU, Maidan Garhi, New Delhi where the Dr.(Mrs) D.Purandeswari, Hon'ble Minister of State for MHRD of state and Shri E.Ahamed, Hon'ble MoS for External Affairs and MHRD was the Chief Guests.
