Establishment of women Help lines throughout the State


Women who are victims of various atrocities such as dowry, rape, sexual harassment, domestic violence etc are subjected to physical and mental torture besides having to face social & financial problems. With a view to console these women and rehabilitate them, the scheme of “ Helpline” was launched. Helpline was established as a crisis intervention centre for women in distress. It is a unit within the system of the government (Dept. of Social Welfare), which is committed to respond to the critical needs of the victims of violence. Counselling services if needed are provided, by trained counsellors. If legal assistance is necessary the same is provided through Legal Services authority or through the legal aid committee functioning under the chairmanship of a District magistrate.
HELPLINE was established in Patna in September 1999 as a crisis intervention centre for women in distress. Every district of Bihar shall have one Helpline. The Monthly Report seen in annual reports submenu.
Short stay homes for women and girls
WDC aims at providing temporary shelter and support to women and girls, who have no social support systems to rely on and also to rehabilitate women and girls socially and economically by provision of skill training and counselling.The Monthly Report seen in annual reports submenu.
Working women's hostel
WDC aims at providing safe hostel accommodation to working women living out of their homes. This scheme envisages provision of safe and affordable accommodation to working women (single working women, women working at places away from their home-towns, working but husband out of town, widows, divorcees, separated women etc.) and women being trained for employment and girl students studying in post school professional courses. WDC plans to open this hostel in Bhagalpur, Gaya, Muzaffarpur, Patna and Darbhanga Presently.
Awareness Campaigns
In order to sensitize the stakeholders and create mass awareness at the community level; awareness campaigns and training programme are organized on a regular basis. Use of Nukkad natak, documentary films, poster and banner will be used as effective medium of the campaign. The Social Awareness Programme of WDC is aimed at dealing with the eradication of various social evils such as dowry system, child marriage, dayan, sexual harassment at work place, trafficking, female feticide, women’s social & economic right, drug addiction and atrocities on women. It is also proposed that local folk teams and special groups such as Nat, Beggars, Destitute are be trained and developed to sustain the process of awareness generation.
Family Counselling Centres are also proposed to be set with the aiming to support and sustain a community owned and managed family center, which would work for gender just society.
Social Rehabilitation Programme
Legal provisions take a long time to be enforced successfully. Therefore, these victims need to be supported by a range of programmes which can provide succour to them within a short period of time. Fund under Social Rehabilitation Programme shall be utilized for rehabilitating women and their children who are victims of adverse circumstances and need support for rehabilitation, repatriation and reintegration. Legal aid, counselling, crisis intervention, vocational training, assistance for livelihood, education, information, advocacy, etc. can be some of the activities that may be taken up under the programme.
Crèche
The scheme aims to provide day care services to children (0-5) of working parents. The facilities provided to children under the scheme include sleeping and day care facilities, supplementary nutrition, immunisation, medicine and recreation. The state government has decided to start 100 crèches in the State.
Protection Homes
WDC plans to provide helter homes for women in difficult circumstances. This will include Trafficked women/girls rescued or runaway from brothels or other places or women/girl victims of sexual crimes, who are disowned by family or who do not want to go back to respective family for various reasons. Women Development Corporation as the implementing agency plans to take up the responsibility of rehabilitating such women. It has proposed to start a shelter home with 50 beds in Patna in the current financial year. To provide primary need of shelter, food, clothing and care to the marginalized women/girls living in difficult circumstances who are without any social and economic support; To provide emotional support and counselling to such women; To rehabilitate them socially and economically through education, awareness, skill up gradation and personality development through behavioral training etc; To arrange for specific clinical, legal and other support for women/girls in need of those interventions by linking and networking with other organizations in both Government and non-Government sectors on case to case basis. An advertisement in this regard was publised earlier and 6 NGOs had been shortlisted and physical verification of these NGOs are being completed.

Under the scheme for Working Women Hostel being administered by Ministry of Women and Child Development, Government of India, so far 6 working women hostels have been sanctioned in Bihar.

Under the Scheme, financial assistance is provided to the eligible implementing organizations such as State Government agencies and Civil Society Organizations etc. up to 75% of the cost of construction of the hostel building for working women on public land as per the prescribed area norms. There is also provision of extending financial assistance for hostels to be run in rented premises. Corporate houses or associations like CII, ASSOCHAM, FICCI etc., can also seek financial assistance for a matching grant (50:50) for hostel building construction on public land only. There is also a provision of one-time non-recurring grant @ Rs. 7500/- per inmate for purchase of furniture and furnishings.
