The Union Minister for Consumer Affairs, Food & Public Distribution Shri Ram Vilas Paswan today briefed the media through video conferencing about the progress of Prime Minister Garib Kalyan Ann Yojana and Atma Nirbhar Bharat Abhiyan. Shri Paswan welcomed the decision of Prime Minister Shri Narendra Modi for the extension of PMGKAY for five more months till November 2020.He said, Prime Minister Shri Narendra Modi started the two biggest food grains distribution scheme-PMGKAY and ANBA for poor and needy persons, so that no one sleeps hungry at the time of Covid-19 pandemic. Shri Paswan also briefed media about the cabinet decision to allow extra time period for distribution of balance of allocatedfree food grains to beneficiaries of Atma Nirbhar Bharat Abhiyan till 31st August 2020.Shri Paswan said that the implementation of these two schemes will ameliorate the hardships faced by the poor and needy due to economic disruption caused by Covid-19 outbreak in the country.
Food grain distribution to migrant labourers: (Atma Nirbhar Bharat Package)
Speaking about extension of the distribution of ANBA free food grains till 31st August, 2020, Shri Ram Vilas Paswan said that the scheme was launched on 15th May 2020 and the identification process of genuine beneficiaries took some time, therefore, distribution period of the balance of already lifted 6.39 LMT food grains with the states/UTs has been extended till 31st August 2020. He said that now States/UTs can complete distribution of balance of allocated free food grains and whole gramunder ANB by 31st August 2020.
Under the Atma Nirbhar Bharat Package, 5kg of free food grains per person and 1 kg of free whole gram per family has been distributed to migrant labourers, stranded and needy families, who are not covered under NFSA or State scheme PDS cards.
The states and UTs have lifted 6.39 LMT of food grains. States and UTs have distributed 2,32,433 MT of food grains to 2.24 crore beneficiaries in May and to 2.25 crore beneficiaries in June,2020.He informed that around 33,620 MT whole gram have been dispatched to the states and UTs. A total 32,968 MT whole gram has been lifted by various States and UTs, out of which10,645 MT has been distributed.
Pradhan Mantri Garib Kalyan Ann Yojana-1:
Food grain (Rice/Wheat)
Shri Paswan informed that total of 116.02 LMT food grains has been lifted by the States/UTs. In the month of April2020, 37.43 LMT (94 %) food grains have been distributed to 74.14 crore beneficiaries, in May 2020, total 37.41 LMT (94%) food grains have been distributed to 73.75 crore beneficiaries and in the month of June 2020, 32.44 LMT (82%) food grains have been distributed to 64.42 crore beneficiaries.
Pulses
As regards Pulses, Shri Paswan informed that so far, 5.83 LMT Pulses have been dispatched to States/UTs and 5.72 LMT have reached the States/UTs, while 4.66 LMT pulses has been distributed.
Pradhan Mantri Garib Kalyan Ann Yojana-2:
Keeping in view of the ongoing crisis and need for the continuous support to the poor and needy, Prime Minister Shri Narendra Modi extended the PMGKAY scheme for next five months i.e. till November 2020. The Minister informed that the allocation order for PMGKAY has already been issued to all States/UTs and FCI on 8th July 2020 for distribution of additional 5 Kg food grains(Rice/Wheat)/per person/month during July-November to all 80.43 crore NFSA beneficiaries(9.26 crore AAY persons and 71.17 core PHH persons; including those covered under DBT Cash Transfer in Chandigarh,Puducherry and Dadra & Nagar Haveli).A total of 203 LMT food grains will be distributed among 81 crore beneficiaries.
He said a total of 201.1 LMT food grains have been allocated for PMGKAY-2 to States and UTs for the 5 months period July to November 2020. This includes 91.14 LMT wheat and 109.94 LMT rice. Wheat has been allocated to four States/UTs and rice has been allocated to 15 States/UTs for distribution under this scheme.
Total food grain stock:
As per the Food Corporation of India report dated 08.07.2020, FCI currently has 267.29 LMT rice and 545.22 LMT wheat. Hence, a total of 812.51 LMT food grain stock is available (excluding the ongoing purchase of wheat and paddy, which have not yet reached the godown). About 55 LMT food grains is required for a month under NFSA and other welfare schemes.
Since the lockdown, about 139.97 LMT food grains have been lifted and transported through 4999 rail rakes. Since 1st July 2020, 7.78 LMT food grains have been lifted and transported through 278 rail rakes. Apart from the rail route, transportation was also done through roads and waterways. A total of 11.09 LMT food grains has been transported since 1st July 2020 and 0.28 LMT food grains have been transported to the North-Eastern States since 1st July 2020.
Food grain Procurement:
As on 08.07.2020, total 389.45 LMT wheat (RMS 2020-21) and 748.55 LMT rice (KMS 2019-20) were procured.
One Nation One Ration Card:
Shri Paswan said the Ministry is trying to include all remaining States/UTs on board of ONORC by January 2021. He said that earlier many States/UTs highlighted the challenges related to slow network connectivity, in this regard he informed that he has taken up the issue with the DoT and there is a proposal to provide free net connection to every gram panchayat for one year duration.

Ushering in a new revolution in the connectivity of roads and bridges in sensitive border areas close to the International Border (IB) and Line of Control (LoC) in Jammu and Kashmir, Raksha Mantri Shri Rajnath Singh dedicated six major bridges to the nation through video conferencing from here today. These bridges of strategic importance were completed by the Border Roads Organisation (BRO) in a record time.
Raksha Mantri congratulated all ranks of BRO for completing the works of six bridges in record time and complimented them for contributing towards nation building by working in the most difficult terrain and weather conditions. He said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far flung regions. Reiterating the Central Government’s commitment to prioritise development activities in J&K, he said that our Prime Minister Shri Narendra Modi is regularly monitoring the progress of these projects and adequate funds are being provided for their timely execution.
Shri Rajnath Singh said, “It is a pleasant experience to inaugurate these bridges that ‘connect people’, at a time when the world is insisting on keeping distance, being isolated from each other (due to COVID-19). I would like to congratulate the Border Road Organisation on completing this important task with great skill.”
Complementing BRO Raksha Mantri said, “Continued construction of roads and bridges in the border areas of the country with total commitment by BRO would help in realisation of the efforts of the Government to reach to the remotest areas. Roads are the lifeline of any nation.” Roads in the border areas are not only strategic strengths, but also act to connect remote areas with the mainstream. In this way, be it a strategic necessity of the Armed Forces or other development work related to health, education, trade, all these are possible only with connectivity, he added.
Thanking the people of Jammu and Kashmir for their cooperation, Shri Rajnath Singh said, “I am sure that the construction of modern roads and bridges will bring prosperity to the region. Our government is committed to promoting infrastructure on our borders and necessary resources will be provided for this. Our government has a keen interest in the development of Jammu and Kashmir. Keeping in mind the need of the people of Jammu and Kashmir and Armed Forces, many other development works are also in the pipeline, which will be announced in due time. About 1,000 kilometre long roads are currently under construction in Jammu region.”
Raksha Mantri acknowledged that over the last two years, with the use of latest technologies and state-of-the-art equipment the BRO has done cutting of over 2,200 kilometres about 4,200 kilometres of roads surfacing and about 5,800 metres of permanent bridges have been constructed.
He assured that the Government has ensured that sufficient resources are provided to the BRO for the construction of strategic roads. Despite the COVID-19 epidemic, the Government will not let the resources of BRO fall short. Also, the ministry will take care of the facilities of BRO's engineers and personnel, he added.
The six bridges were inaugurated in the presence of Minister of State (MoS) (Independent Charge) and MoS Prime Minister’s Office, Ministry of Personnel, Public Grievances & Pensions, Department of Atomic Energy and Department of Space Dr Jitendra Singh. Member of Parliament, Jammu Shri Jugal Kishore Sharma was present on the site through video link.
The two bridges on the Tarnah Nallah in Kathua District and four bridges located on Akhnoor-Pallanwala road in Akhnoor/Jammu district have spans ranging from 30 to 300 metres and were constructed at a total cost of Rs 43 crores. These bridges constructed by Project Sampark of the BRO will facilitate movement of Armed Forces in this strategically important sector and will also contribute towards the overall economic growth of remote border areas.
It is apparent that there has been a major surge in outcomes delivered by the BRO in the last few years. This is evident from the fact that BRO has executed about 30 per cent more works in the financial year (FY) 2019-20 as compared to FY 2018-19. This has happened because of adequate budgetary support from the Government and due to the effect of structural reforms and focussed/dedicated efforts by the BRO.
The annual budget of the BRO that varied from Rs 3,300 crore to Rs 4,600 crore in the FY 2008-2016, saw a substantial rise to Rs 8,050 crore in FY 2019-2020. With focus of the Government in improving infrastructure in border areas, the budget for FY 2020-2021 is likely to be Rs 11,800 crore. This will give a major boost to ongoing projects and will expedite the construction of strategic roads, bridges and tunnels along our northern borders.
Speaking on the occasion, Director General of BRO Lt Gen Harpal Singhunderlined the contribution of BRO to nation building and thanked the Raksha Mantri for his continuous guidance and support while expressing confidence that the BRO shall continue to strive towards meeting laid down targets in line with our overall national strategic objectives set forth by the Government.
Chief of Army Staff Gen M M Naravane, Defence Secretary Dr Ajay Kumar, DG BRO Lt Gen Harpal Singh at Delhi and along with senior Army and Civil Administration officials on site were present on the occasion.

Energy Efficiency Services Limited (EESL), a joint venture of PSUs under the Ministry of Power, Government of India, has signed an agreement with the New Okhla Industrial Development Authority (NOIDA)to promote electric vehicles and install public EV charging stations & related infrastructure.The partnership will also facilitate the creation of an infrastructural ecosystem to accelerate e-mobility uptake as the nation emerges from the lockdown post COVID-19 pandemic.
The agreement was signed bySh. A.K. Tyagi, General Manager, NOIDA Authority and Shri Amit Kaushik, Executive Director (Growth), EESL in the august presence ofSmt. Ritu Maheshwari, CEO, NOIDA Authority.
Speaking at the agreement signing ceremony, Smt. Ritu Maheshwari, CEO, NOIDA, said, “Developing a sustainable landscape with strong supporting EV infrastructure is the key to cultivating consumer confidence in electric vehicles. This will significantly enhance consumer convenience as well. With increasing penetration of EVs, the local pollutants emission levels are also expected to reduce, leading to cleaner air and several public health benefits.”
Shri Amit Kaushik, ED, EESL said, “Electric Vehicles (EVs) are at the forefront of the world’s agenda to move towards a sustainable future and EESL is proud to be progressively leading initiatives to promote EV adoption in India under its national e-mobility programme. We are pleased to partner with NOIDA authority to co-create synergies to set up Public EV Charging Infrastructure in Noida.”
EESL will make an upfront investment on services pertaining to the agreement along with the operation and maintenance of public charging infrastructure by qualified manpower. NOIDA authority will be responsible for the provision of space for the charging infrastructure. The initiative is estimated to save over 3.7 tonnes of CO2 emissions per e-car per year.
Noida authority has been sanctioned 162 Public EV Charging Stations (PCS) comprising 54 Bharat DC001 (15kW) and 108 122kW (50kW CCS2+ 50kW CHAdeMO+ 22kW Type2) Fast Chargers under the FAME India Scheme Phase-II of Department of Heavy Industry (DHI). EESL is the selected organization for deployment of public charging stations in NOIDA City.
So far, EESL has installed 20 EV chargers, 13 are commissioned and 7 are under commissioning. These EV chargers have been installed around the prominent places of Noida such as the ganga shopping complex (Sector 29), near the electronic city metro station (Sector 63), opposite shopprix mall (Sector 61), near RTO office (Sector 33), Advant Chowk (Sector 142) and main market of Sector 50 to name a few.
With its innovative model of demand aggregation and bulk procurement, EESL receives electric vehicles and chargers at a significantly discounted rate vis-à-vis the actual market value. Further, with access to low cost funds, the overall cost of project becomes competitive. With this, EESL has established a sustainable business model which is affordable for end consumers.
NOIDA authority is constantly working to make the city cleaner, greener, and more sustainable. It has been at the forefront in establishing the public charging infrastructure and spurring the e-mobility adoption in the city.

Recruitment of Transgenders' in CAPF
Indian Government has started the process of Recruitment of Transgender persons in the central government offices. In this connection, the Department of Personnel and Training (DoPT) asked all central government departments to include transgender as a separate category for recruitment for all posts, including civil services.Actually, in the month of December 2019, Parliament passed the Transgender Persons (Protection of Rights) Act, which said no establishment shall discriminate against transgender persons in matters relating to employment, recruitment, promotion, and other related issues.
Therefore, the Civil Services Recruitment Examination 2020 advertisement notified in the month of February 2020 included transgender as a separate category.
The CAPFs view for Recruitment of Transgenders
But there is currently no provision to hire transgender persons in the central paramilitary forces and armed forces.Now, the Union home ministry has sought views of Central Armed Police Forces (also called paramilitary forces) (CAPF) to recruit transgender persons in their rank. Initially, it is being started to recruitment transgender person at the rank of assistant commandants.
The CAPF includes Central Reserve Police Force (CRPF), Indo-Tibet Border Police (ITBP), Sashastra Seema Bal (SSB), Border Security Force (BSF), Central Industrial Security Force (CISF) and Assam Rifles (AR).
The central government has earlier asked these CAPFs to give their comments to add transgender along with male and female as a category of candidates for their annual recruitment of Assistant Commandants which is conducted by Union Public Service Commission (UPSC).
In this reference, officials of the Border Security Force (BSF), Central Reserve Police Force (CRPF), and Sashastra Seema Bal (SSB) told the Union home ministry that they will recruit transgender persons to the officer cadre post of assistant commandants. They said that “The CRPF already has a gender-neutral work environment
These comments will be sent to the UPSC which conducts the annual recruitment exam to conduct assistant commandants in CAPF for incorporating the transgender category in the relevant online application form.
Many Issues remain to be resolved
Since the government is starting recruitment of transgender in CAPF cautiously by recruiting assistant commandants only initially, a question is being asked is why to recruit only assistant commandants and not other categories? The answer is that the government is very cautious and is actually testing the water. There will be several issues that need to deal with the recruitment of transgender in para-military particularly and in every central government department in general.But one thing is certain that the government has started recruitment of transgenders' in government jobs.
